Jose Montoya is an associate attorney with Alvarez-Glasman & Colvin, and currently serves the cities of Bell Gardens, Chico, Pico Rivera, Montebello and Pomona as a Deputy City Attorney.
Mr. Montoya specializes in the field of Public Law, Environmental Law and Education Law. He regularly advises public agency clients regarding a myriad of issues ranging from the Brown Act, conflict of interest compliance, public records act, CEQA compliance, First Amendment issues and government tort liability. He also guides local government through complex quality of life issues such as homelessness and public nuisance abatement.
Mr. Montoya holds a degree from Whittier Law School, where he was one of the first students to complete an Environmental Law concentration. While pursuing his degree, Mr. Montoya participated in the Orange County Coastkeeper Environmental Water Clinic and gained "real-world" experience in the field of environmental advocacy. He was also a certified law clerk at the City Attorney's Office for the City of Los Angeles, where he gained experience in criminal prosecution. Upon Graduation, Mr. Montoya was recognized by the law school faculty as the 2014 Outstanding Graduate in Environmental Law.
In December of 2015, Mr. Montoya was appointed to serve as Board Member with Los Angeles International Charter High School ("LAICHS"). As a Board Member, Mr. Montoya is committed to building a culture of student leadership and a higher quality of school learning environment for LIACHS students.
