Christopher G. Cardinale is a Senior Partner at Alvarez-Glasman & Colvin representing municipalities, special districts, and other public agencies in all manner of legal representation. Mr. Cardinale currently serves as the City Attorney for Buena Park, General Counsel for the Vista Fire Protection District, and as Assistant or Deputy City Attorney to several of the firms’ municipal clients, for whom he provides strategic legal counsel on a broad range of issues affecting local government operations. 

In his roles as City Attorney and General Counsel, Mr. Cardinale’s responsibilities include advising on municipal policy, ensuring compliance with the Brown Act, Public Records Act, conflict of interest laws and regulations, election matters, procurement and contracting, and representing public entities in civil litigation, CEQA compliance, labor negotiations, and all manners of day-to-day local government affairs.

Since joining the firm, Mr. Cardinale has developed a strong reputation for his work negotiating and drafting complex public-private transactions in context of real estate deals, bond-funded development projects and public facility improvements, design-build construction projects, and energy service and performance contracting. He is also well versed and experienced in advising public agency clients in the areas of affordable housing development, homelessness, and group or supportive housing projects having either advised, negotiated, or drafted the transactional documents for countless industrial, commercial, and residential developments across various jurisdictions.
