Norma Copado is a Senior Partner at Alvarez-Glasman & Colvin, recognized for her commitment to public service and extensive expertise in public agency and municipal law. Ms. Copado has spent decades representing public agencies and school districts across the state, providing effective legal counsel on a wide range of complex issues.Ms. Copado serves as General Counsel to the Montebello Unified School District and holds key roles as Assistant City Attorney for the cities of Commerce and Norwalk. Her role as Deputy Special Counsel for the County of San Bernardino further showcases her breadth of influence and trusted legal counsel.

In her practice, Ms. Copado provides comprehensive legal counsel to public agencies and school districts, advising on matters such as land use and zoning, education law, CEQA compliance, and the Ralph M. Brown Act. She is a trusted advisor, often called upon to lead discussions at community meetings and public hearings on topics such as housing, homelessness, and public safety. She regularly provides training to public officials on ethics laws, open government practices, and conflict of interest matters. While attending Loyola Law School she served as a Judicial Extern to the Honorable Justice Carlos R. Moreno of the U.S. District Court for the Central District of California.
